State law limits who can receive these scholarships based on a variety of factors including household income and whether or not the student has an IEP. State law also limits MO Scholar ESA scholarships based on where the applying family lives.

The Today and Tomorrow Educational Foundation (TTEF) administers MOScholars scholarships only to families who live in St. Louis City, St. Louis County, St. Charles County, and Jefferson County and meets the eligibility requirements established by the State, found here treasurer.mo.gov/MOScholars/ParentsStudents.
